I'm not exactly sure. I think it's mainly so you can see when they are online, but if you watch someone, I think they are automatically added to your buddy list unless you select something to make it so they aren't. Again, I'm just not completely sure what the buddy thing is for. *shrug*

I've noticed that! I don't know why more people don't comment on your art! Hmm... *strokes chin* Well, what I've found tends to help is if I post the pictures at different times of day, several days apart, and on the days that I'm getting lots of comments, I'll post more. Probably having an interesting story behind the art would help, I know that it is interesting to read and keeps peoples' attentions for longer. Also, I keep in mind the comments and feedback I've had from people, know what they like, what pictures people favorited the most, and if they have suggestions on how to improve, I work on that also. The pictures that got the best feedback, and the most favorites, are the ones that I pay attention to what the people liked, and try to bring those aspects into more of my art.
For times to post artwork, I watch the front page for a few minutes to see how many people are online, and how many of them are posting pictures. If they aren't posting many pictures, then that is a good time to post your picture and get a TON of people seeing the thumbnails, and more likely to click on it and view the picture!
Another thing, which I tend to have a hard time doing, is giving it an interesting name! That with a good description feeds peoples' minds along with their artistic sense. Just some things I try to do, or that I've noticed help other people... other than that, I am in the same boat you are, that I get good feedback, but not really as much as I'd like!
